As I actually went to the bother, the BOTHER of stopping by Jo-Anne Fabrics and scoping out the patterns to see if it would be plausible for me to make the Sailor Moon costumes for Cuteness and I.

I'm justifying this by reminding myself that Cuteness and I have about 4-5 years before she outgrows me and decides costuming with Mom is "uncool". (Although if she decides when she's 5'10" and busty as all hell that she wants to ME to be Chibi-Moon, I will laugh hysterically and then suggest she be Sailor Jupiter and she can carry me around. Presuming, of course, that she still thinks Sailor Moon would be fun.)

SO! Chezzie, my skilled seamstress, what do you think would be easier? Skirt/blouse combos or embellishing teddy/leotards? I realize wigs will have to be purchased and I can handle the boots and gloves.

I know the question wasn't directed at me but:

I've tried doing Sailor Moon for Halloween a long time ago and I always think that unless you're going for the original design like this or Sailor V's original costume, the shirt / skirt combo looks 'eh to poor on a good day.

Also, I had to make a leotard for the Dr. Girlfriend costume and it's a lot easier than you'd think, so I'd go for that option for sure. Just be weary about working with white spandex - light colors can be see-through-ish.

Don't I know it.

Hence the white spankies (like what I had to wear for cheerleading). I've already planned on those. Neither one of us need bras!

Sorry I didn't reply earlier - it got busy here at work.
I think I have to defer to Meaghan on this one. Since I know absolutely nothing about the characters, I don't know which would be more accurate or which would be easier (I'm always in favor of more accurate, though). When Meaghan made her Dr. Mrs. The Monarch costume, I was familiar with the character, so my feedback was relevent.

Fair enough. You can hopefully answer a sewing question though. How difficult is it to attach a collar/bows/skirt to a pre-made bodysuit?

It's not difficult, but you would have to factor in how heavy the object being attached is. A heavy bow on a lightweight bodysuit will hang and stretch.
If you go with a fairly thick, well-made bodysuit, it will be easier to attach anything to it. Go with lightweight attachments on a heavyweight bodysuit, and it will be okay. The skirt, if it sits at your waistline, will be supported in part by your hips.
